Description/History
Each year the City of Mansfield participates in a consortium with 29 other cities through Tarrant County to apply for Community Development Block Grant (CDBG) funds. CDBG projects must fall within areas of the City that meet specific criteria based on income level. The targeted areas represent the low to moderate-income sections of the City according to the Census. Block Group 1113.09/3 has recently become eligible as of 4/1/2019. See attached exhibit showing the limits of the Block Group. Lake St. is within this eligible Block Group.

This year, Staff recommends the reconstruction of Lake St. from Pond St. to Tarrant Street. Lake St. is an asphalt street with bar ditches and no curb and gutter or storm drain system to serve the area. The new storm drain system will reduce any flooding potential and eliminate any nuisance drainage problems occurring in the area. A new PVC water line for this area will be constructed outside of the new concrete pavement.

The current status of the City’s CDBG program is as follows:

Construction of the combined years 43rd Year, 44th Year and 45th Year CDBG project (North Street) is complete.

Justification
The City of Mansfield has participated in the Consortium since its inception in 1975 and has received over two million dollars in grant funds. The program is an excellent way to rehabilitate the targeted areas of the City without impacting the local tax rate.

Funding Source
The opinion of cost for the project including engineering fees is $282,463 with approximately $210,000.00 funded from the CDBG Grant and the remainder from the Street Bond Fund & Utility Bond Fund.
