Requested Action

Approve the Resolution and Joint Election Agreement with the Johnson County Election Administrator

Recommendation

City staff recommends approval of the Resolution and Joint Election Agreement between the City of Mansfield and Johnson County (Johnson County Elections Administrator).

Description/History

On March 23, 2020 the City Council passed Resolution RE-3640-20 to postpone the May 2, 2020 General and Special Election to November 3, 2020, in response to COVID-19. 

 

Section 42.002 of the Election Code requires political subdivisions holding an election on the November uniform election dates to use county election precincts and county polling places.  These requirements do not apply to elections held in May.  As you are aware, the city lies in three counties, Ellis, Johnson, and Tarrant; therefore, the city will need to contract with all three counties for election services this November. 

 

The city has 2,189 registered voters in Johnson County which are split into two precincts, Pct. 8 and Pct. 35.

 

We received a quote from Johnson County for election services of $15,506.50.  The city will have a separate ballot and one (1) early voting polling location and two (2) election day polling locations.

 

Early Voting - Ptc. 3 Maintenance Facility, 10420 E. FM 917, Alvarado, TX (all Johnson County voters wishing to vote early will vote here)

 

Election Day - Ptc. 3 Maintenance Facility, 10420 E. FM 917, Alvarado, TX (all Johnson County voters in Precinct 8 will vote here on election day)

Election Day - Lillian Baptist Church, 10544 CR 519, Lillian, TX (all Johnson County voters in Precinct 35 will vote here on election day)

 

Johnson County's current quote only splits the cost between the city and the county.  The quote will adjust as other entities in the county contract for the November election so the cost will decrease.  The cost will be divided by the number of entities contracting. 

 

Joint election contracts with Ellis and Tarrant County will be forthcoming. 

Justification

Participation in the Johnson County joint election streamlines the voting process for voters. 

Funding Source

The estimated cost for the City of Mansfield to participate in the Johnson County joint election is no more than $15,606.50.  Funds are allocated in the City Council budget (001-8806-11-01) for this expenditure.
