Requested Action

Consider the Resolution awarding a construction contract for the City Wide Wayfinding and Signage Program to Facility Solutions Group (FSG); authorizing and directing the City Manager to execute contract documents; and authorizing funding for an amount not to exceed $754,032.00

Recommendation

The Public Works Staff recommends approval of the Resolution.

Description/History

This project will add city wide wayfinding signage to direct citizens and visitors to attractions and destinations throughout the city.  In addition, this project will add decorative poles and street markers to the downtown residential areas, downtown gateway signage, lighted street markers on the downtown traffic signals and pedestrian kiosk signs in downtown.

 

The project was advertised in the Fort Worth Star Telegram on July 9 and July 16, 2020 and also advertised on the City webpage and www.civcastusa.com <http://www.civcastusa.com>.  Bids were opened on July 28, 2020.  There were six bidders for the project.  Since this is a unique project, bids were submitted from companies based in various regions in the country.   Two of the bidders were from Texas, one bidder was from South Carolina, one bidder was from Georgia, one bidder was from Virginia and one bidder was from Wisconsin.  The bids ranged from a low bid of $685,483.90 to a high bid of $1,391,107.00.  The consultant’s probable opinion of cost was $869,780.00.   The low bidder was Facility Solutions Group who will manage the project from their Austin, Texas office.  The cost of items based upon the low bid is as follows:  Downtown Signage - $271,080.02, Miscellaneous Expenses - $68,600.00, Citywide Signage - $291,134.88 and Attic Stock - $54,669.00.

 

The requested funds are for a construction contract with Facility Solutions Group in the amount of $685,483.90 plus a 10% contingency to cover unexpected changes to this unique project and other miscellaneous services to complete the project.  This project is to be accomplished within a budget not to exceed $754,032.00.    The construction time per the contract is 150 working days from the notice to proceed.  A majority of this time will be for the sample and manufacturing processes.  The installation will begin in the downtown area. The anticipated completion date is April 2021.

Justification

The design consultant for this project (MERJE) has been working with the Facility Solutions Group on an ongoing wayfinding project in Garland and is satisfied with the quality and expertise of the services provided.  The Facilities Solutions Group has provided wayfinding signage for the Texas cities of Kyle, Frisco, Southlake and Belton.  In addition they have also provided the signage for the Texas Live Hotel and Conference Center in Arlington.  The Public Works Department feels that Facility Solutions Group has the necessary staff and expertise to complete this project.

 

The Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed contract.  A resolution and bid tab is attached for Council’s consideration.
