Recommendation

The Public Works Staff recommends the approval of a contract with Kimley Horn and Associates, Inc. for a Master Thoroughfare Plan and Roadway Impact Fee Study update.

Description/History

The Roadway Impact Fee and Master Thoroughfare Plan were last updated in 2015.  The Texas Local Government Code mandates a roadway impact fee update be performed at least every 5 years to determine the roadways and roadway capacities needed to support future growth.  In conjunction with the roadway impact fee update, the Master Thoroughfare Plan will be updated to determine the need, location and number of travel lanes of new and existing roadways to support growth.  An updated thoroughfare plan is a key component in the determination of the roadway impact fee.

 

Kimley Horn and Associates, Inc. is the engineering consultant that performed the last update of the Master Thoroughfare Plan and Roadway Impact Fee.

Justification

In order to meet the Texas Local Government Code requirements the Roadway Impact Fee update process must begin this year.

Kimley Horn and Associates, Inc. has the staff and expertise for these updates.  They are a regional specialist in Transportation Planning and are very familiar with Mansfield’s growth and transportation system.

The Public Works Director will be in attendance at the meeting to answer Council’s questions regarding the proposed project
