Consider the attached resolution rejecting all bids received from the July 9th, 2020 bid opening.

Staff recommends approval of the attached resolution rejecting all bids and directing staff to re-bid GAC as a best value bid
Description/History
The invitation to bid was advertised in the Fort Worth Star-Telegram, posted on the City of Mansfield website, and bid packets were e-mailed to known suppliers and companies that requested them. On July 9th at 2:00 P.M., three bids were received. After a review of the bids, staff believes that the delivery date specified in the bid package limited the Manufactures' ability to provide competitive bids-three suppliers bid, with only one meeting the bid specifications without requesting exceptions.
Justification
I believe that modifying the bid specifications to allow for the bidders to provide competitive bids based on price as well as production and delivery capacity, will produce a more favorable outcome for the City.
