Requested Action
City Council to discuss a review of the City’s Procurement Policies.
Recommendation
A subcommittee appointment, the economic development subcommittee, should be formed to discuss updating the City’s procurement policies to ensure fair practices for all vendors including women-owned and minority-owned business along with locally based vendors.
Description/History
A concern was presented during Citizen Comments at the January 25th City Council Meeting that the City of Mansfield needs to ensure inclusion for all groups for contracts and other services for bidding opportunities from the City.
A work session will be held with presentations by Andre McEwing, Supplier Diversity Manager at Tarrant County College and Andrew Nash, Director of Operations for Dallas Fort Worth Minority Supplier Development Council.
Justification
The City’s purchasing policy is written to conform with the State of Texas procurement guidelines. The current practice is to utilize cooperating purchasing agreements that also adhere to the State of Texas guidelines while providing a resource of vendors for City’s purchasing needs. This practice does not always permit all groups the same opportunity when the City is seeking the necessary bid information for the various contracts and services that are needed to serve the citizens.
