Description/History
The project includes a 4,518 square foot addition on the west end of the building and interior alterations to the public areas of the existing library facility at 104 S. Wisteria Street. Project will also include the addition of a new fire suppression system throughout the entire building. The new addition will bring the total area of the library to 19,811 square feet.

On September 30, 2021, 14 Competitive Sealed Proposals were received and publicly opened. City staff, with assistance from the project architect, determined that the proposal from RJM Contractors, Inc., of Benbrook, best met the defined evaluation criteria of cost, reference/experience, delivery time and financial strength in order to provide the best value for the City of Mansfield. The bid tab is attached.

The award amount of $2,450,798.90 includes the contractor’s bid of $2,199,999, two add-alternates totaling $28,000 and a 10% owner’s contingency of $222,799.90. The add-alternates include the availability of power operated doors at the main entrance to meet accessibility requirements, along with the installation of hands-free plumbing fixtures as a part of the renovation of the public restrooms.

Justification
The alterations and addition to the library will provide additional space for our children’s programs, as well as much needed updates to the existing facility. This will result in a much more enjoyable, quality experience for visitors by providing a more efficient use of the spaces. The facility will now have a complete fire suppression system throughout, which is required by our codes as a result of the new added square footage.
