The park was developed in part with grant funding from the Texas Parks and Wildlife Department. The 25.46 acre park opened in 1996 and was named for the wife of the previous land owner. Amenities of the park consist of a boundless playground, four covered pavilions with picnic tables, one large covered event pavilion, 10 picnic tables with grills, six lighted half-court basketball courts, two lighted volleyball courts, eight horseshoe pits, restroom facilities, circulating trail with four workout stations, drainage pond, and parking lot. The Hardy Allmon Soccer Complex opened in 1984, is adjacent to Rose Park and includes two soccer fields, parking lots and serves as a trail head for Walnut Creek Linear Park. With growing residential development, these parks are seeing more public use and need redevelopment and general improvements.

 

The purpose of this project is to master plan the redevelopment of Katherine Rose Memorial Park, Hardy Allmon Soccer Complex and the newly acquired land at the north end of Smith Street. The master plan will address needed infrastructure and recreational amenities within the combined 55 acres of parkland. Parkhill | Schrickel Rollins’ services were procured in the amount of $76,500 to perform a site opportunities evaluation, facilitate community input, prepare a master development plan. From that plan, the location of phase one improvements will be determined for a new inclusive playground, restroom comfort facility along with realigned parking all while maintaining the essence of the original park setting.

 

June 2022 - On March 21st, staff held an initial project kick-off meeting with Parkhill | Schrickel Rollins where general scope, goals, and scheduling were discussed. A site analysis was started and preliminary discussions were held with city departments. On May 27th, staff met with the design consultant to hold a concept discussion where focused areas were identified along with existing opportunities and constraints. Staff is anticipating holding public input meetings on June 17th at a popup event at Rose Park and June 23rd at the multi-purpose room at City Hall for general public input into the concept plans. A public survey will be utilized to collect input on the proposed amenities for a phase 1 development plan. Following these meetings and input, a final concept will be developed and schedule will be created and presented for discussion.

 

 

JUSTIFICATION

The current playground is nearing the end of its life cycle due to the heavy use and flooding events, and is in need of replacement. The current vision is to provide a larger, more inclusive structure with expanded age appropriate equipment. Staff is proposing to replace and enhance the playground in phases as funding is available. This will include re-routing the main walkway around the playground instead of the current alignment that passes through the middle of the play experience. All play areas will continue to provide the unitary safety surfacing over a concrete substrate for added durability to weather the floods that regularly occur in the park. Shade structures are also being planned for a future phase to provide relief for park users and extend the life of the equipment.
