Requested Action

Consider the Resolution awarding contracts for the construction of the 30-Inch Transmission Main Crossing Highway 287 and Along Lone Star Road to Blue Star Utilities, LLC and Authorizing Funding for an Amount Not to Exceed $3,874,647.88.

 

Recommendation

The Engineering Staff recommends approval of the Resolution.

 

Description/History

This project includes constructing a 30-inch bar-wrapped concrete cylinder water transmission main across Highway 287 and along Lone Star Road.This project is a portion of Project 14 as shown in the Water Master Plan.

 

The project was bid on September 22, 2022 and there were seven bidders for the project. Bids ranged from a low bid of $3,437,620.80 to a high bid of $5,292,415.00 The lowest and best bidder is Blue Star Utilities, LLC. See the attached bid tabulation.

 

The project has a substantial completion date of August 1, 2023. To accommodate a request for increased water service to the City's major wholesale water customer, JCSUD, the project is being incentivized for early completion. The maximum incentive will be issued if the project is substantially complete before May 1, 2023 for an amount not to exceed 5% of the contract price. The incentive will be reduced as the August 1 deadline approaches, then liquidated damages will be withheld if the project is not substantially complete by August 1, 2023.

 

The requested funds are for a construction contract in the amount of $3,781,382.88, which includes a 5% maximum incentive and a 5% construction contingency, $20,000.00 for survey services which includes a 10% contingency and a $50,000.00 contingency for other miscellaneous services needed to complete the construction of the project, for a total budget not to exceed $3,874,647.88.

 

Justification

Blue Star Utilities, LLC has constructed similar large-diameter water line projects within the Metroplex in the recent past. Multiple project references with similar scope have been checked and positive responses ere received on the outcome of those projects.The Engineering Department feels that Blue Star Utilities, LLC has the necessary staff and equipment to complete a job of this size and scope within the allowed contract time

 

The Executive Director of Infrastructure Development will be in attendance at the meeting to answer Council's questions regarding the proposed contract and funding. A resolution is attached for Council's consideration

 

Funding Source

The funding source will be from the Utility Fund.
