HLC#23-001: Public Hearing and Consideration of Historic Properties Deemed Deserving of Official Recognition although not Designated as Historic Landmarks
Description/History
Section 155.069 of the Mansfield Code of Ordinances requires the Historic Preservation Officer to submit a list of structures and other features deemed deserving of official recognition, although not designated as historic landmarks, to the Historic Landmark Commission for public hearing and approval and take appropriate measures of recognition. The Commission must hold a public hearing before official recognition takes effect.
The Commission nominated the following properties for official recognition at their meeting on March 9, 2023:
• 200 Cotton Drive - 1925 front gable bungalow with wood siding
• 918 Cook Street - 1925 front gable bungalow with asphalt siding
• 936 Noah Street - 1900 modified L-Plan with Queen Anne styling
• 3517 St. Paul Road - 1895 modified L-Plan with asbestos siding, with three outbuildings (garage and two barns) dating from 1940
• Stephens Family Cemetery, 140 N. Mitchell Road
• Grimsley Cemetery, 941 W. Debbie Lane
• United Methodist Church, 4200 Britton Road, 1951
• Britton Co-Op Cotton Gin, 4239 Britton Road
• Grocery Store, 4350 Britton Road, c. 1915
Staff sent notices to the owners of the properties listed above regarding participation in the recognition program. We have been contacted by Gary Dalton regarding the Grimsley Cemetery. Mr. Dalton requested that the cemetery not be recognized.
In addition to the public hearing, Section 155.069 requires that appropriate measures be taken to recognize these properties. This will be done at the Historic Mansfield Recognition ceremony on May 18, 2023. In addition to recognizing these properties at the ceremony, the Commission will also present historic landmark medallions to the Mansfield Cemetery Association and the Mansfield Community Cemetery Association, as well as recognizing the winners of the Historic Preservation Poster Contest.
Recommendation
Staff recommends approval of the nominated properties except for the Grimsley Cemetery.
