Staff recommends approval of the resolution, rejecting all bids.
Description/History
In an attempt to provide orderly and clean streets the residents and visitors to the City of Mansfield, the Environmental Services Department identified streets for litter collection and determined a collection frequency. This was used as the input for an invitation for bids published, and sealed bids were received and opened on February 13th.

This service has not previously been provided, and no cost history was available. The lowest bid for services was $176,791.56 and the highest was $1,038,927.60. This service contract cost was not included in an existing approved budget within the City. The cost was determined to exceed any budget capacity to accommodate, and therefore rejecting all bids is recommended.

Staff will evaluate possible changes to the invitation for bids, specially reducing the frequency of street litter pickup to reduce costs. Additionally, as part of the upcoming budget process, identifying a funding source will be evaluated so the service may be provided in the future.
Justification
Staff receives complaints of areas in need of litter removal regularly. Staff has evaluated the complaints, and a need for litter collection exists. Some roadways with mowing contracts have limited litter collection completed as part of that service, but this proposal included streets and frequencies that would exceed that contract.
