Description/History

The proposed 350-acre Harvest Point development includes site and infrastructure improvements, residential, parks and trails, retail, family entertainment, hotel and conference center, concert venue, a new multi-use stadium, and offices. The Site/Civil Public Infrastructure construction is expected to include mass grading, water, sewer, storm and roadways for the master development. If the delivery method is approved by City Council, staff will send notification to the Star Telegram to publish a Request for Proposals soliciting Construction Managers for the Infrastructure project. Then, once a construction manager is selected and a contract negotiated, staff will bring a new item to City Council for consideration authorizing the selection of the construction manager and the respective contracts for the work. Staff anticipates that to be in May 2024.

 

Justification

The CMAR delivery method is the most efficient process and will provide the best value for a complex infrastructure project as this one, with mass coordination required.
