Description/History
The 2009 Parks, Recreation, Trails and Open Spaces Master Plan included a spine trail phasing and prioritization plan. The on-street connection with Town Park is shown as segment 12 in the spine trail phasing and prioritization plan and was submitted as a Transportation Alternatives Program (TAP) funding request and was approved for funding received through the Texas Department of Transportation (TxDOT) to develop the on-street connection for a hike and bike trail.

A design services contract in the amount of $153,000 was awarded by the City Council to Graham and Associates on April 27, 2015 to provide design services and basic coordination with TxDOT. Following the kick-off meeting with TxDOT, it was determined that the process would require additional schematic design work and plan set submittals from the consultant. Contract Amendment #1 was initiated by staff in May 2016 for an additional $21,000 to complete the additional scope of work, bringing the revised design contract total to $174,000.

Since that time, Graham and Associates has worked closely with City staff, TxDOT and the Union Pacific Railroad (UPRR) on design elements and plan submittal reviews. The project bidding deadline was moved forward to August 2017, including all approvals from TxDOT and UPRR. The additional work was beyond their contracted scope of work in Amendment #1 and required multiple submittals at 30%, 60%, 90%, 95% and 100% for review.
