Description/History
The Mansfield Environmental Collection Center (ECC) was first opened in November 2015. The original operating hours were just the second Saturday of the month from 10 am - 3 pm. In April 2017 the Thursday and Friday preceding the second Saturday with hours of 3 pm - 7 pm were added. Usage of the facility has steadily increased since it was first opened.
The City of Cedar Hill approached staff regarding access to the facility for their residents. Currently, Cedar Hill residents not able to attend one of the local collections in Cedar Hill must take their household hazardous waste material (HHW) to the collection center in Fort Worth. The ECC is much closer than the Fort Worth facility. The standard agreement used by Fort Worth for access to their facility was used as the foundation for this interlocal agreement.
The last year we have data for, 32 Cedar Hill households used the Fort Worth collection facility. It is anticipated that even with the closer proximity less than 75 Cedar Hill households proposes to make use of the ECC for dropoff within the fiscal year, compared to 2,284 Mansfield households who used the facility in FY19. However, in addition to the resident drop-offs, Cedar Hill will use the ECC to process the materials collected by their staff at quarterly local collection events. It is anticipated their local collections may result in another 600 participants for the year.
The term length of the proposed agreement is to the end of the fiscal year, with up to 4 mutually agreed renewals anticipated to be extended at the beginning of the new fiscal years. The total time period covered by this agreement is October 2019 - ...
